Somewhere in Itanagar, a stack of forms is silently determining careers before a single exam paper is opened. That is the strange truth about government exams in Arunachal Pradesh, and it is tempting to think that truth is the exclusive preserve of the Commission’s flagship civil services exam. It does not. The Arunachal Pradesh Public Service Commission is a much busier body than most aspirants give it credit for. It runs everything from the Combined Competitive Examination that builds the state’s administrative and police cadre, to teacher recruitment drives like TGT, to engineering posts like Assistant Engineer, to lecturer-level hiring for colleges through exams like Assistant Professor recruitment. Each of these has a separate notice, its own age band, its own degree requirement and its own selection process. Treating APPSC as if it’s one exam is how candidates end up applying for the wrong post, or missing out on a post they were genuinely eligible for.
Who Can Apply: Nationality and Basic Requirements
The very first and foremost qualification for any APPSC recruitment, be it CCE, Teaching post or Technical post is being an Indian citizen.Candidates are asked to submit valid identity documents to support this during verification and unlike a handful of other commissions, there is no separate window for foreign nationals or refugee categories. Where people tend to get caught out is in conflating nationality and domicile into one idea, when in fact they are two different conditions doing two different jobs. Even if a candidate is a perfectly eligible Indian citizen, they will still need an Arunachal Pradesh Scheduled Tribe, or APST, certificate if they want the reservation and extended age limit that comes attached to being a part of the state. This APST condition is found in almost all of the APPSC exam streams, not just the CCE. For that, all the applicants need to do One Time Registration through the official portal appsc.gov.in . It creates a basic profile which will be reused for whichever APPSC recruitment you apply next.
APPSC Recruitment: Different Faces
Rather than assume that one set of rules applies to them all, it is helpful to actually see how different these exam streams are from one another, side by side.
Exam / Post | What It Recruits For | Broad Age Band | Degree Needed |
CCE (Combined Competitive Exam) | Arunachal Pradesh Civil Services, Police Services, CDPO, and similar administrative posts | 21 to 35 years, APST up to 40 | Bachelor's degree, any discipline |
TGT (Trained Graduate Teacher) | Secondary-level teaching posts under the Education Department | 21 to 35 years, with a special one-time relaxation window in recent cycles | Second-class bachelor's degree in the subject taught, plus a general B.Ed. from an NCTE-recognised institution |
AE (Assistant Engineer) | Civil, Mechanical, and Electro-Mechanical engineering posts across departments | Roughly 18 to the mid-thirties for General, extended for APST | B.E. or B.Tech in the relevant engineering stream |
Assistant Professor | Lecturer posts in government colleges | Roughly 30 to 35 years | Master's degree in the concerned subject, often with NET/SET or a doctoral qualification preferred |
Education Qualification: The Specific Requirement of Each Stream
In CCE, it is pretty straight forward. Completion of any bachelor's degree program from a recognized university in any field will make you eligible for most of the posts of Arunachal Pradesh Civil Services. There is no requirement for you to tell us about your specialization, but just to complete your degree. It is time TGT sets the benchmark in a rather unique way. In order to be considered for the post, you need to have a second class bachelor's degree in the specific subject that you wish to teach and that too has to be throughout the duration of your degree, along with B.ED from a NCTE recognized institute. B.Ed. in special education is not accepted and neither is a post-graduate degree in the subject without the required bachelor's degree in the subject. For AE, the required qualification is either B.E. or B.Tech in specific engineering stream, Civil Engineering, Mechanical Engineering, and Electro-Mechanical Engineering depending on the post. Diploma may help you out in some of the sub-posts and Assistant Professor recruitment requires the highest level of qualification out of these four where master's degree in the concerned subject is generally required along with NET or SET as per the guidelines.
Candidates appearing for these tests are given different treatment based on the particular test they are targeting. In the case of CCE, there is some leeway with regard to getting your degree certificate issued a little late. However, if the candidate is targeting TGT and Assistant Professor positions, it is necessary that the degree is completed at the time of application itself, as in these cases, the requirement is slightly more towards hiring in a particular subject matter rather than just an administrative hiring in case of CCE.
Age Limit and Relaxation According to Category
For all the streams under APPSC, the age range would normally be stricter compared to a number of states surrounding it and APST relaxation is always important.
Category | CCE | TGT | AE | Assistant Professor |
General/Unreserved | 21–35 years | 21–35 years | Roughly 18–35 years | Roughly 30–35 years |
APST | Up to 40 years | Extended relaxation applies | Extended relaxation applies | Extended relaxation applies |
Persons with Disabilities | As prescribed | As prescribed | As prescribed | As prescribed |
Ex-Servicemen | As prescribed | As prescribed | As prescribed | As prescribed |
The latest recruitment for TGT has had a unique relaxation on account of a certain cut-off date of birth instead of age itself which is only mentioned in the current notification cycle and will not automatically come into effect in the subsequent cycle. For candidates outside of Arunachal Pradesh, even those who hold the reserved category certificate of their own state, will fall under the age limit category of General / Unreserved without any additional years being provided for. Your date of birth should always be certified through the Matriculation Certificate, in case of all these examinations and not affidavits or other such secondary documents.
Rules on Domicile and Reason for Residence Not Sufficient Alone
No domicile requirement of being an Arunachal Pradesh resident exists in any of the important streams of recruitments conducted by APPSC under the unreserved/Geneeral category. People coming from any corner of the nation may walk into these recruitments based on this general category with just their normal identity and education certificates. What makes a special difference here when it comes to CCE, TGT, AE, Assistant Professor recruitments, is not that normal residence certificate like that of some other states, but the APST certificate meant only for those candidates belonging to a Scheduled Tribe of Arunachal Pradesh. This is the only certificate that helps in getting the reservations and increased age limits in all these tests, and mere stay in this state for several years alone cannot provide you with this eligibility.
Reservation Criteria and Certification
Considering how demographics are in the state, the reservations offered by the APPSC across all its recruitment avenues are based mostly on APST status, and this only comes into effect after a candidate gets the appropriate certificate on verification, not before. APST candidates become eligible for the reservation and extended upper-age limit only when they provide the Permanent Residential Certificate in addition to the certification by the proper authority. Individuals with disabilities have to produce a valid disability certificate issued by an authorised medical agency, and some of the APPSC examinations including the TGT, set aside a portion of vacancies specifically for PwBD candidates and do not charge them an application fee at all. Some categories of persons such as ex-servicemen, apart from others that are mentioned in the notification can get some concession if any is provided for under a particular notice. Selecting the category incorrectly on the form is one of the most common mistakes applicants make here and one of the easiest to avoid.
Physical Standards: When & When Not Applicable
This is one of the more obvious differences between the various exams under APPSC. Jobs that come under Arunachal Pradesh Police Services (under CCE), in addition to the standard eligibility criteria of age and education, also require certain height and chest measurements as well as physical endurance standards, with the values being different for each post as per its requirements. As it is an academic post only, and no physical standards apply to it. TGT also falls into the category of posts without physical standards and requirements, as it doesn't require any height or chest measurement or Physical Endurance Test. AE and Assistant Professor are slightly similar to TGT in this case too, in that the selection process is based on subject knowledge only.
Pro Tip: Career Mitra strongly recommends every candidate to sort out the APST or PR Certificate beforehand, irrespective of whichever exam you wish to appear for, since this one certificate decides your reservation category as well as extends your age limits by a few years in all of CCE, TGT, AE and Assistant Professor recruitments, respectively. Failure to do so is a very common yet totally avoidable reason for missing the deadline.
Selection Procedure: Differences Based on Exams Involved
The CCE comprises three phases which occur sequentially; Prelims, Mains, and Interview. The Prelims is the objective type test which acts purely as a screening process and the sole purpose of which is to screen candidates for the next phase which is the Mains. Nothing at all is taken into consideration from this stage when preparing the final list and hence this stage does not influence the final ranking in any way. The Mains consists of the descriptive tests and those candidates who qualify both this stage and the Interview then proceed to the document verification stage before the final selection list is prepared.
TGT is quite different from CCE because of its nature of recruiting classroom teachers and not the administrative staff. This is a two stage process which consists of a written exam followed by an Interview stage and in recent times, they have also introduced another stage called classroom teaching demonstration in order to judge the actual teaching skills of the candidate, an aspect which is totally lacking in the case of CCE. AE follows two stages which consist of screening followed by the main exam and then followed by the Interview/ Document Verification stage. Similar in nature to CCE but differs in terms of technical subjects.
The one common factor among all four is that prelims-based and screening-based phases, if there are any, are merely meant for shortlisting candidates, and your final rank will come from the subsequent rounds. This, in turn, means that understanding where the actual ranking begins will change how you allocate your preparation effort.
Which APPSC Exam Suits You
Considering the different nature of these streams, it makes sense to first figure out which stream you belong to before investing a few months into preparing for a particular exam.
For someone seeking a wider career pathway, one where he/she can serve both the civil and police service at a single go, the CCE should be the target because it requires just the ordinary undergraduate degree.
In case you have B.Ed. Besides your subject degree and you really like the teaching job, you need to monitor the developments about TGT because there is no need for a physical fitness test for the candidate and it's a shorter subject oriented selection process than the CCE.
For the engineering degree holders, AE provides a specific job that cannot be provided by the CCE. In fact, having an engineering degree gives you a competitive advantage over the candidates applying for the post.
Assistant Professor job recruitment will definitely give you a different perspective because it is not the same as the one offered by CCE.
Career Mitra also maintains statistics on cutoffs and vacancies individually in each stream of APPSC exams, because a stream or discipline with less competition with respect to vacancy number is very crucial in improving your chances, especially if you are qualified in more than one of the exams and looking for the priority of preparation in them.
Documents to be prepared by Candidates before appearing in APPSC Exams
For all the APPSC exams, some standard documents need to be ready well before the filling of application form for them such as ID proof, educational certificates and mark sheets, Matriculation certificate for proof of date of birth, APST or Permanent Residential Certificate in case you qualify for the reservation or relaxed age limit criteria, and photographs in the format specified by the particular notice. Apart from the above, candidates of TGT posts should also prepare their B.Ed. certificate and subject-wise mark sheets, candidates of AE post their engineering degree and any document regarding diploma equivalency, and candidates of Assistant Professor post their postgraduate certificate along with NET, SET or doctoral qualification proof. Maximum reasons for rejection of applications in all the four posts are almost similar and they include exceeding age limit, applying as APST without any required documents, providing qualification which does not match the particular clause of the notice, and inconsistency between registration details and attached documents.
Final Thought
What is truly rewarded by the 2026 APPSC regulations, at their core, is a candidate who stops seeing the Commission as an exam in one go and sees it instead as a set of four or five separate tests, each having its own criteria for success. These exams differ by age band and qualification requirement and have different ways of selection; still, they have the same parent Commission and the APST relaxation common to all of them. The candidate looking for a government career in Arunachal Pradesh should first realize which door suits him best and stick with the notifications of this specific exam. The reason for it is that it is often such clarity rather than some last-minute revisions that helps one succeed where others fail due to a mismatch discovered at the very end.
