We all have that uncle who thinks sarkari naukri is “safe but slow”. And that reputation is not quite fair. There are some jobs that are slow, but a few promote officers fast enough that you have a 30 year old running a district or a tax circle.
Group A vs Group B
Before you start comparing timelines, understand this one thing: Group A posts get time-bound promotion under fixed service rules, mostly independent of vacancies. But for promotion in Group B, there is usually either an exam at the department level or a Departmental Promotion Committee (DPC) meeting, convened when there is a vacancy. And it can take a decade or more to move up from Group B to Group A. This one difference accounts for most of the confusion online about "why does X promote faster than Y."

All India Services
IAS, IPS and IFS officers get promoted on a fixed schedule, not on the basis of the number of seats available. An SDM takes about eight to ten years to become a District Collector, while most private employees can only expect to reach this level of responsibility in their late thirties. The tradeoff: less than 1% success to get in and early postings tend to be rural and often transferred.
State PCS
The State Civil Services (PCS) is equivalent to the IAS/IPS but at the state level. In fact, in smaller states where there are fewer officers competing for the same posts, PCS promotions can be faster than central service timelines. The catch is a state bound cadre, you rarely get posted outside your home state and the ceiling tops out below IAS at Chief Secretary equivalent.
Judicial Services
Civil judges hired through the state PCS-J exam advance into the Senior Division within five to seven years and achieve the status of District Judge using one of the following methods: 65 percent based on seniority-cum-merit, 25 percent based on recruitment from the Bar, and 10 percent through merit examination after five years of service. The faster method is among the fastest ladders for Indian government employment but is not often discussed in career literature.
RBI Grade B & SBI/IBPS PO
Both have quick promotion opportunities once you join, as they are both top-heavy institutions and require juniors to advance up in order to fill in the vacancies that are due to retirements. PSU Executive Trainees through GATE, are confirmed within one to two years, and usually rise up to become senior management much quicker than other administrative officers.
Promotion Without Second Examination
While a huge portion of the "fast growth" success stories in the Government sector isn't about entry exams at all, it's about post-entry promotion. After recruitment as Income Tax Inspector through SSC CGL, a candidate gets promoted to the role of Income Tax Officer (Group B Gazetted) after 5-6 years of passing a departmental exam and then promoted to Group A IRS cadre of Assistant Commissioner, in 15-20 years time period from being Inspector. This process is slower compared to a direct UPSC entrance into the same grade but exists as an alternative path that many guides choose to completely ignore.
Pro-Tip: Don't pursue only a high salary on entry level. The PSU trainee starts with a higher pay than an IAS probationer but the career of an IAS officer grows irrespective of organization's performance, based on a fixed clock. Consider matching your career path with your level of patience and evaluate whether a job involves promotion by time or opportunity.
