The Himachal Pradesh Public Service Commission runs the HAS exam every year to fill top administrative posts in the state. This one exam decides who gets picked for HP Administrative Services, Block Development Officer, Tehsildar, and Assistant Commissioner of State Taxes and Excise, among a few other allied posts. The 2025 cycle covered 30 posts, split between HP Administrative Services, Block Development Officer, Tehsildar, and Assistant Commissioner of State Taxes and Excise. The 2026 notification has not gone out yet as things stand, so candidates are going by the last cycle's rules for now while they wait on hppsc.hp.gov.in.

Rules don't stay the same across every post either. A candidate applying for BDO or an allied police service may run into fitness checks that a general HAS post never asks for. Reading through nationality, age, and qualification rules before the form goes live saves a lot of last-minute scrambling.

What HPPSC Eligibility Covers

HPPSC eligibility runs across five areas: nationality, education, age, Himachal Pradesh domicile for reservation, and any post-specific condition. The HAS post sits at the top of the list, but the Block Development Officer, Tehsildar, and Assistant Commissioner of State Taxes and Excise are counted in the same recruitment drive. Every post shares the same basic age and degree rules, though a few allied posts carry their own fitness or service conditions on top.

Why Check Eligibility Before Applying

Going through the eligibility rules before the form opens is not just a box to tick. HPPSC fixes a cut-off date for every claim in the application, whether it's about a degree, an age bracket, or a reservation category.

A degree finished after that date won't count, and a certificate issued outside the window won't help either, even if the candidate is genuinely eligible on paper.

Checking early gives a candidate time to fix a certificate date or work out which reservation category applies under Himachal Pradesh rules rather than a certificate from another state.

Nationality Requirements for HPPSC

Nationality rules go beyond holding an Indian passport. A candidate may qualify under one of these:

A citizen of India. A person who migrated from Pakistan, Burma, Sri Lanka, or an East African country with the intent to settle in India permanently. A subject of Nepal or Bhutan, as permitted under government rules

Anyone who falls outside the plain Indian citizen category needs an eligibility certificate wherever the form asks for one. Nationality and Himachal Pradesh domicile are two separate things, and one does not stand in for the other.

Educational Qualification for HPPSC

A Bachelor's degree in any discipline from a recognized university is enough to apply for HAS and the allied posts under this notification. There's no restriction on which subject a candidate studied at the undergraduate level.

The degree needs to be in hand by the closing date set in the notification. Anything completed or issued after that date does not count toward eligibility.

Final-Year Students: Candidates still waiting on their final-year result can apply, but they need to submit proof of passing before the Main exam. A result still pending at that stage rules the candidate out.

Foreign Degree Holders: A degree from a university outside India needs an equivalence certificate before it can be used in the application.

Meeting the minimum qualification only gets a candidate through the door for the exam. It says nothing about how the candidate will do in the actual selection rounds.

Age Limit for HPPSC

The age bracket for HAS and its allied posts is set at 21 to 35 years, counted as of January 1 of the exam year. Unlike some other state commissions, HPPSC has not carved out a separate, tighter age band for any single post under this notification so far.

Post Category | Minimum Age | Maximum Age HAS and Allied Services | 21 years | 35 years

Age Relaxation Rules

Reserved categories get extra years added on top of the general limit. SC and ST candidates usually get 5 years. OBC candidates get 3 years. Candidates with a benchmark disability get 10 years, and this can stack higher when combined with SC, ST, or OBC status.

EWS is treated a little differently. It comes with a reservation in seats, but it does not carry any extra years on the age limit. An EWS candidate is checked against the same 21 to 35 bracket as a General candidate.

Ex-servicemen get their years of service added back, plus a few years on top, as per the rules laid out in the notification. Government employees already working in Himachal Pradesh departments may also get some relaxation, depending on their years of service.

Is Himachal Pradesh Domicile Mandatory?

Domicile matters mainly for claiming reservation. SC, ST, OBC, EWS, and PwBD reservations under this notification go only to candidates who are residents or domiciles of Himachal Pradesh. A candidate holding a reserved category certificate from another state does not get to use it here. They get placed under the General category instead.

Reservation Categories for HPPSC

SC and ST: Need a valid Himachal Pradesh caste certificate to claim reservation and age relaxation.

OBC: Needs a Non-Creamy Layer certificate that is current and issued in the format the notification asks for. Creamy layer candidates are treated as General.

EWS: Needs a valid Income and Asset Certificate issued within the required time frame.

Ex-Servicemen: Discharge papers decide both the reservation and how much age relaxation applies.

PwBD: Needs a certificate from a proper medical authority, confirming the disability meets the benchmark set for reservation.

Physical Standards for Allied Posts

A few allied posts under this recruitment, particularly those tied to police or field duty, may carry their own height, chest, and fitness benchmarks, along with a medical fitness certificate. These conditions do not apply to the general HAS post or to desk-based allied posts like Tehsildar.

Selection Process for HPPSC HAS 2026

The exam runs in three stages: Preliminary Examination, Main Written Examination, and Personality Test.

The Preliminary Examination has two papers, General Studies and an Aptitude Test, each worth 100 marks. The Aptitude paper only needs to be cleared at 33 percent. It does not add to the final score. Shortlisting for the Main exam depends only on the General Studies marks. A wrong answer costs one-third of that question's marks.

The Main Examination has several compulsory papers along with a couple of optional subjects the candidate picks. English and Hindi papers need at least 33 to 40 percent to qualify, depending on the year's notification, and the candidate also needs a minimum overall score to move ahead.

The Personality Test is the final stage. The final merit comes from adding the Main Examination score to the Personality Test score. Post preference is factored in once the merit list is out and posts are allotted.

Documents to Keep Ready

Before the form goes live, keep a valid ID like Aadhaar ready, along with degree certificates, mark sheets, and proof of date of birth. Category certificates need to be current, not expired. SC and ST candidates need a Himachal Pradesh caste certificate.

EWS candidates need an Income and Asset Certificate. Ex-servicemen need discharge papers, and PwBD candidates need a disability certificate from a proper medical board. Anyone with a foreign degree needs an equivalence certificate. Final-year candidates need proof that their result is out, or will be out, before the Main exam.

What Gets Applications Rejected

Most rejections trace back to a handful of common mistakes: a qualification that does not match what the post asks for, an age outside the given range, a category claim that does not match the certificate submitted, or an OBC Non-Creamy Layer certificate that has gone stale. Missing documents, late submissions, and wrong personal details on the form also cause trouble.

HPPSC treats the application form as a formal declaration, so wrong details on age, category, or qualification can cancel a candidature even after a candidate clears later rounds.

Final Thought

None of the HPPSC eligibility conditions works in isolation. A candidate might clear the age limit and still lose out over the degree cut-off. Or clear both and still miss reservation benefits without the right Himachal Pradesh certificate. Since the 2026 notification is still awaited, this is the right time for candidates to sort out their certificates and confirm their category well before the form opens.

What is the age limit for HPPSC HAS 2026?

A candidate needs to be at least 21 years old and not older than 35 years, counted as on January 1 of the exam year. Reserved categories can claim age relaxation as per Himachal Pradesh government rules.
